Snyder indicates Wm. Wolff Co. registered the "Old Government" brand in 1897, San Francisco. The Wilsons (p. 110) say it was distributed by Rathjen Mercantile Co. They were also agents for Billie Taylor Whiskey.

The company used the brand names: "Billie Taylor", and "Old Ellis Club."
